Flock picking on cockerel

I have a young flock ranging from 7 to 9 weeks old. One of the cockerels is constantly picked on. It’s not just one bird picking on him, it’s almost all of them. He came to me because his previous flock of same age was doing the same thing. I’m new to chickens but wondering if this could mean there is something wrong with him.

He wasn’t introduced alone. He was with about 40 chicks his age. I took 9 home 3 weeks ago then another 4 from the same person about a week ago. The other 3 were immediately accepted. I don’t know if any of this makes a difference, just thought I’d add the details in case it matters. Going to read that info now!
