If you can measure the coop and run's dimensions and post pictures that would be helpful. You want at a bare minimum, 4sqft of coop space, 1 sqft of ventilation, 1 sqft of roost space and 10sqft of run space per bird. Too little space is also a reason why birds might fight too. For 20 birds you're going to want 80sqft of coop space, 20sqft of ventilation, 20sqft of roost space and 200 sqft of run space minimum

The list of foods you are feeding your chickens provides very little protein, so yes that is why they are acting like they are starving. It would also cause them to lay fewer eggs even in season. Getting them back on a balanced diet (commercial feed is simplest) along with increased day light hours should have them laying again in a month or so.

Can you also post a picture of your feeder(s)? I'm wondering if they are too crowded. You might need to add another feeder or two. Also once you get them on a good commercial food, please cut back on all the scraps and extras you're providing. Everything they need for good nutrition will be in the bagged feed. If you really feel you want to provide "extras," keep it down to 10% or less of their daily intake per chicken - so just a tablespoon or two. Other than that, they need grit in one side dish and oyster shell in another, and that's it, besides plain fresh water.
