Some of my hens have a comb that flops over to one side. Is this normal, or is it an indicator of something wrong?

There are several breeds that have combs large enough to flop over. It may not be a problem at all! My White Leghorns comb does that too.
 
Floppy combs is not necessarily related to size. Tiny and small combs can and do flop over. Appears to be genetic. Floppy combs is also required, preferred or accepted in certain breeds.
 
I have one RIR whose comb is rather large and is beginning to tilt.
 
One of my Golden Comets has a floppy comb and she has also started making a strange noise- almost like she is starting to crow combined with a hiccup- it is hard to describe. After she makes this noise she bends her neck in a strange way.

She is a he! I had a beloved Jersey Giant that did the same thing! She/he had gender confusion, because as long as I denied the truth, PJ was a girl!

Well, she has been laying eggs, I guess she just wants to be a rooster. She isn't very dominant.
