Food and Water during bad weather

Our chickens will stay out in snow, if it starts while they are awake. If they wake to a winter wonderland, they stay away. Our run is enough protected that we can keep the food and water in the run. So, if the run is protected from the worst of the snow, I would leave it outside. YMMV

If the food and water are left outside when it rains, I would leave it in the same place when it snows. I'm guessing it's all protected from the weather and the chickens eat and drink then also. Do you have pictures of your set up?

We're expecting the same storm 12-24 inches here in PA. The worst is supposed to be 6p.m. Wednesday until 6 a.m. Thursday. I always have my food & water in the coop, because I don't have a covered run. It is supposed to be a blowing drifting snow unless we get the mix at some point. This will mean mega drifts all over my yard here on a hill. I can count on some drifting in the pen. They may not get dug out before late Thursday, so they most likely will not venture out. I can never count on leaving food & water in the run.
