Foot Feathering Specifics

I have quite a few LF BBS Cochin chicks out from the weekends hatch and it bring me to a question... I'm noticing some are feathered down the 3rd toe, and some are only feathered down the middle toe. What is correct for exhibition? With feather-footed breeds, I was told: 3 toes - Cochin; 2 toes - Brahma; 1 toe - Langshan..

So by that standard, are the 2-toe Cochin chicks - culls?

It is a disqualification for cochins to not have the outer two toes feathered down to the last joint.
The feathering on the third toe is fine. (counting from outside-in that is).
 
Yeah - I guess I should have been more specific. When I say toe 1, 2, & 3; I'm counting from the outside-in. Some of the chicks are feathered on all 3 toes, some are only feathered on the two outer toes.
