Foot gets caught in wing

Hello all, this morning i noticed a wierd sound, after observing the flock, i realized it was my 15 week old rooster’s foot getting caught in his wing whenever he tried to scratch the ground. His wing seems to lower when he scratches the ground, and his foot gets stuck in it. Is he injured?? Why would this happen suddenly? Thank you!!!
 
Can he get it unstuck when it happens?
Is the wing in the right position when he's just standing?
Is the foot operating normally when he walks?
Sounds like maybe he's using the wing to balance and it's getting in the way.
Could also be a neurological thing that just popped up.
He might just be having some adolescent clutziness.
