highway? rural road? someone's yard? I only ask because I've had people attempt to "rescue" my chickens who were digging around in the wash across the street. 20 feet from my yard....

Not at all. It was on the road side and no houses around. took to the local feed store and gave my info .

Hey everyone I finally got a chance to sit down so I can give more details. I am in Hawaii- it was my friend in Calif that found him on the road side. No house nearby. He stopped at the nearest tractor supply and gave his contact information. It was the worker who said that it was pretty beaten up. My friend reached out to me saying HELP what should I do. It sounds like he was plucked at or bullied. Also he was starving!

He might have gotten loose or been abandoned. Feathers grow back pretty easily. Increase protein content of food to help.
