Four weeks and still chilly?

I have a batch of Coturnix quail chicks that were born March 3rd, and they should be old enough to be moving outside by now. But even though they are living indoors at a nice even 70°F they still cry without their heat lamp! And they huddle under the lamp too. Do they still need the heat or are my babies just spoiled?

You do have to slowly raise the heat lamp to wean them off it until they are at room temperature. If it's been the same temperature the whole time then they will be a bit put out that their toasty warm light has disappeared. You've reminded me I must raise my babies light. They are two weeks old.
