Fowl pox or Frost bite or....

I just went back to check the pictures when my girls had a suspected case of fowlpox and they looked more like dark blisters, not like what you have. (Blister-looking pustules on one girl, then of course that was the hen that went and pecked another girl in the eye and got that nice and infected...fun times. :) ) I've usually seen frostbite affect the tips of the combs/wattles not usually where your spots are.
Could be a pecking injury like the others said or this is just me being dumb but have you checked that they haven't been rolling in the mud and it's just spots of dirt on their combs?
 
They do have a secret mud hole they made, but during "haircuts" for my crested I give the others fake haircuts so they don't feel left out and pretend to towel dry their heads. Yes, I play salon with chickens 😆 but I think if it were mud it would come off?
