Fowl pox

I have a small rooster and a chicken on the rooster I've noticed some black dots I've done some research and I think its fowl pox but idk if its dry or wet how can I tell and how to try to help them

If you are only seeing black dots, then (assuming it is fowl pox) it is dry and will usually clear up in a couple of weeks. It could be simply scabs caused by biting insects also.
