Free Range Chickens in the neighborhood

I live in Charles County, Maryland in the Bryantown / Waldorf area. My neighbor recently added a couple chickens to their family. I have no problem at all with them having chickens but do have an issue with them roaming all around my property and in the street.

Mainly because the dogs in the neighborhood are now driven to distraction and continuously barking at the chickens.

Does Charles County have regulations on how you must control chickens? or just how many you can have?

They should really keep their chickens in their yard or they won't have any...somebody's dog or car will eventually nail them. I'm all for free ranging, but with resposibility. Not only that but it won't be long before they are into a neighbor's garden. Have you spoken nicely to them yet and voiced concern about them getting hit by a car etc.?
 
Hi , Yes I spoke with the neighbor today and as it turns out they have already had two killed by neighbor's dog. I am hopeful they will build a chicken pen.
