Free ranging flock

Yes, by definition, free range chickens are unconfined by fencing.
If they encounter fencing on more than one side, they are penned, not free range.

The caveat on free ranging is, what size is your property and could your chickens encroach on neighboring property?
 
Are there any ordinances prohibiting it? How big is your lot?

As long as it's not prohibited you can do as you like, but keep in mind that chickens don't respect property lines and your neighbors may not appreciate having chickens pooping on and destroying their yard. You will also need to accept that predator loss is a risk of free ranging.

Only one side is fenced so yes

As far as I've seen, no laws against it, my lot is 17,000 sqft
