Is it best to allow chickens to free range or stay in a coop. When Should I allow chicks to be outside and with other older chickens

There isn't really a "best" choice. What's best is what works for your situation. If you can free range them with without them being attacked by predators then I would personally free range them.

I let mine run with the other birds when they can learn to come back into the chicken house to roost at night. This is when they are about 3 months old.
