freezing water

I have read a few articles on this and I had built a tin water heater.i am having problems with bulb blowing out and water is froze again.its about 4 degree here in pa.any help is appreciated.really don't have the extra money to buy a chicken water heater starting at 40 bucks.
Would a heating pad work?
 
I have a 12" tin and had a 100 watt bulb.i now put a flood bulb in it and the 3 gal water is ok except the outer ring where they drink its freezing???
 
What's the safest and most efficient way to keep a 5 gallon Farm Tuff drinker from freezing in the winter months?

Welcome! Safest is to use a waterer and heater combination that's rated for this use. The metal heater bases that I use aren't recommended for the plastic waterers.
Other people will have ideas here, just wait!

Thanks a lot Mary. Which metal drinker and heated base do you recommend? There seem to be so many options out there and lots of mixed reviews.
