Freshly hatched quail not eating keeps getting stuck on back

On day 22 a single egg of 8 hatched. The chick hasn’t been able to extend its toes Or walk since it came out and hasn’t eaten or drunk on its own. I flattened the toes with some mini tape ‘shoes’ as I saw that worked for many people online. But he still can’t move what so ever just balance for a bit and then end up stuck on his back again. And I have not seen him substantially eat or drink, have dipped beak, tapped food, even made food into liquid and dropped on beak. I feel bad as the chick seems distressed and am not sure what to do but do feel it has a fighting chance.
any advise appreciated

Are its legs splayed?

It almost seems that way from how it’s standing but I’m not sure if that’s from the tape shoes or not. It’s toes where curled into fists and pushed together.

Poor nugget you might need to give it a leg brace aswell as the shoes. I gave my little dude some electrolytes in his water too but I think you can give them sugar water?
