Frizzle Bantam 27 weeks and still not laying

I have a 27 week old frizzle cochin bantam and she hasn't started to lay yet. Any thoughts on when these girls normally start to lay?

usually they take forever to lay, i know with mine, the ones that hatch in the spring and wont start laying till the next spring
