Frizzle chicks

I recently got two frizzle chicks, but as their feathers are growing in, one of them looks as if their feathers aren't frizzled at all. Any ideas?
-I posted two photos, the first one of the chick who's feathers don't look frizzled, and the second of the other one who's feathers are definitely frizzled.

Something like 1 in 4 frizzles don't frizzle...sorry but she is cute!
