Frizzle or not? Help appreciated.

I bought these two at the same time. The first I know is a frizzle the second I am not so sure. She (or he) does not have feathers that are as turned as the other. These are my first chickens so I didn't even know what a frizzle was until I joined this site. I have learned so much already.

Thanks! But now I have another question. Are there different kinds or degrees of frizzles? Why such a difference in the two chicks?
