Frizzle Standard Cochins Rare??

Yesterday I bought a pair of standard Blue Cochins'.
This was the tag on the cage

I'm wondering if the seller was telling the truth on the frizzle being rare or not.
I live in the Midwest, so I that part of why they might be considered rare
