Frizzle?

So I’ve never owned a frizzled Cochin bantam before. I thought this one was a frizzle but as its feathers continue to grow in I’m second-guessing it.

Pic above is from when it was about 2 and a half weeks old where I really thought it’s a frizzle. The feathers that were beginning to grow in were flipping out and weren't smooth.

And below are pics from around 4 weeks old. The feathers seem to have smoothed out and don't seem obvious that it's a frizzle. Which leaves me confused. So is the little one going to frizz back up again as it feathers in some more? Or is it not a frizzle?

It was the only one I have that had whackiness going on with its feathers and the lady I got him/her from said there might be a frizzle in the bunch. So I knew there was potential but wasn’t sure. Thanks for helping out!
