Frizzled Cochin gender

How can I tell the gender of this grizzled Cochin? So far no eggs or crowing..I think it's about eight months old.

That's a pullet. Her comb and wattles are tiny, and I see no pointy hackle feathers.

"Normal" age for laying varies from bird to bird. But, most breeds start laying between 5 and 7 months old. Cochins are a slower-maturing breed, so they may take a littler longer.
 
I agree.

Your little pullet seems a little ways off from laying. Her comb is still very small.
