frizzles outside?

I know it's ok to put chicks out when they are fully feathered. What about frizzles? They look like there is still skin showing. They are 2 mo. old

I have never had frizzles before, but I would think the same general heat requirements would be the same. 95degrees to start dropping 5 degrees per week. I have 9 week old chicks in the barn with a heat lamp on them still at around 50-50 degrees because we still get nights in the 30's.
