Welcome from Southern California! I'm willing to bet you'll need a permit. The food police are crazy these days, but I think it would depend on the type of business you are starting. Are you going all official with an IRS number and all that? Under the table? Honesty box and a roadside stand? If you want to be official, I would recommend contacting your local small business association or the county ag dept. They will be able to give you some guidance. Best of luck to you!!
