Fuchsia Growers - need some help!

This is my first year having my OWN Fuchsia hanging basket. I bought lots of different types of starts to create a very unique & colorful basket, Fuchsias only though. I have been so happy with how well it's been growing but I have noticed that it's been slow with developing buds and even flowering? It's had some buds on it for around a week now but still none have opened. It's hanging on our front porch where it gets all the morning & some afternoon sun, it gets plenty of water and has been fertilized with organic fish fertilizer.

Is there any way I can engourage it to bloom, open up or make more buds?

I always think of fuchsia plants as liking light shade. They grow beautifully in WA state, I was told, because the climate is similar to the growing conditions in Japan. I've seen them for sale here in the south but they never have done well for me because it is too hot and too sunny. Yet, we still find plants for sale that are not suited to this climate like the fuchsia. The plants that I grew in WA just don't do well for me here.
