Fungal problem?

Not my bird, a friend's bird, any ideas? Fungal? Don’t think mites? Both legs, and is now limping.

Crazy. I suspected mites too but I've never seen it in person so I figured a vet was your best bet. How did you figure it out?

Shes in Australia, so local consensus was mites, I sure thought fungal
