I have a Khaki Campbell hen that ever since she was a duckling has had a little tuft of down on the back side of her head. At first we thought one of the other ducklings had pecked at her and partially pulled it out but it has stayed there while she has continued to grow. Will this ever go away? Here is a picture of the crew. "Puff" is the one in the middle. You can see this tuft of down sticking out the back side of her head.

just means she's crested, her crest will never be very good, because by now it should be bigger.

but she's still a crested.
 
So I am assuming that I don't have a pure strain of Khaki Campbells since one has this crest. Or is that gene always there and only shows up sometimes?
 
It's a spontaneous mutation that might pop up in one in a million ducks, there are strains of Khaki Campbells sold that are bred to carry on the crest. It's also possible that it came from a mix, but your ducks look like regular Khaki Campbells. How old are they?
