Depends on where they are going? Most cases I wait till they are fully feathered and I have lowered the temperature slowly long enough that they are in the same tempurature they are going to be in.
 
I would wait till they are fully feathered and keep an eye on their behavior once you do move them. He at night if it drops too low where you are at.
 
Four weeks old is a good time to start here. Be careful that they have plenty of shade and maybe some misters. You could do it gradually. A little bit each day for a few days. Out west of Phoenix it got down to 75 last night. So the night temp should be agreable to a 4 week old. My 12 coturnix are going through 1 1/2 gallons of water each day right now.
