Do you have a link to the information? Maybe I can help sort through what it says.

I was able to read part of it, and search for some of the terms to find a page with the rest (because your screenshot didn't go far enough down to show the difference in class 1 and 2.)

Section 3200
"Any person...raising...domesticated game birds...which normally exist in the wild in this state shall procure a domesticated game breeder's license..."

(I put "..." in place of some words to more clearly show what it's saying.)

That part means you do not need a license unless you are raising a kind of "game bird" that normally exists in the wild in California.

So you might not need a license at all.

https://leginfo.legislature.ca.gov/...vision=4.&title=&part=1.&chapter=2.&article=1.
I found all the text of it here too, and section 3202 has the differences in the licenses.

"A class 2 domesticated game breeder's license is required in order to sell more than 175 Chinese ringneck or Mongolian ringneck pheasants, or both, or hybrids thereof"

So unless you are selling more than 175 birds of those species, you will be fine with the class 1 license (if you need a license at all, which depends on what kinds of birds you're raising.)

Class 1 is to have them for hobby/pets. Class 2 is to own for hunting purposes selling buying live birds/eggs to be NPIP certified thats why it's more expensive
