In your state of Ohio, yes. But OP is in California, which has slightly different rules. (Every state makes their own rules about this.)

Not in CA. You need the game bird license for California quail, Bobwhite quail, or Mountain quail. Basically any type of quail that is native.

I think you’ll need to check poultry regulations for rules on coturnix. Since they are not a native or migratory game species and only present as small poultry. (I.e, you don’t find them in the wild.)
