OK, so this may be an extremely stupid question, but are all rooster breeds considered game birds? Or is there a specific breed that is considered a game bird?

No not all roosters. Gamefowl is a general term for breeds of fighting chickens like hatch, kelso, sweater, roundhead, Albany, grey etc there's a lot of breeds and those breeds are broken down farther into families of such breeds

Is there a special reason why gamebirds have a specific conditioning treat, or can any rooster benefit from them?
