Yes but if you use leaves they will pretty much be broken down by spring and the earthworms love em. That is why I recommend them first. If you use straw or wood chips then you can push them aside and use it as weed cover for your isles and to walk on also.
 
Ah, then I assume it is mushy like here? I'm going to try to use news paper mulch this year and plant between the rows of news papers... don't know if it will work though.. I plan on tilling again so not sure how it would work without tilling. Had grass grow through a tarp on the ground one year.

Yes the no till garden method. As for the mushy ground issue. Raised beds and they dont have to have wood or stone borders. You can just make mounded beds of soil. But I do like the more permanent edges it looks nicer. My first few years were just mounded beds of soil about 10 by 4 feet. I never walk on the raised beds.
 
I have used black plastic when its hot .. the lack of sunlight , water and the intense heat kill all vegitation and make it easy to start the garden when your ready .. BUT .. my idea this year is to try and trade EGGS for the use of my neighbors roto-tiller ..
