This sounds like a great idea, especially having some of the panels removable.
I might not even carry them all the way to the top -- stopping perhaps 6" below the roof so as to admit both light and air without creating any drafts.
It would function just like this cow barn -- only much prettier!
If you paint the new wood (to enclose it) black and put it behind the existing structure of the gazebo, you will still have the look of a gazebo but the security of an enclosure. You could even make some of that wood removable for the summer time to get better air flow, just use hardware cloth then the wood to enclose it. You can also paint the hardware cloth black to make it disappear as well.
