Gender and breed in ?

I thought this might be a Rooster,but not sure. It's growing awfully slow.
My niece thinks it's a Turkin pullet,about 8 weeks old now.
What is your thoughts?

I agree with @MysteryChicken production red cockrel, definitely not a Turken.
