Can I have more input from others. I believe this is a Russian Orloff and I am no familiar with this bread.

I'd say it is a pullet. At 8 weeks a little to no development of a comb of size, bout got to be a pullet. Its not a Russian Orloff however. They are rasberry combed and grow out red untill their first molt. Then the molt in their speckling. Yours is speckled with a rose comb. So it has a Wyandotte background most likely.
