Gender of weird 18 week old BLRW

So I've been pretty sure for a few weeks that this BLRW is a Roo, based purely on the wing color (I'm no expert), but lately I've started to wonder. It's a weird chicken for 18 weeks old. First of all, it's rumpless. Secondly, it's very small. It developed comb and wattles after the other Roos that hatched with it, but before most of the pullets. The other BLRW Roos from this hatch have pointy saddle feathers, and are all crowing in some squeaky way, but not this one. Am I mistaken about it being a roo, or is he just a late bloomer?

That looks like a rooster to me with the feather color especially. Interesting about the size and no tail. There is another thread where somebody has a gold laced wyandotte about three months old, also very small and no tail. It is in this forum, about two days ago, and the title is "What are these two pullets?"
