What breed and how old is this bird? It has an awfully long tail for a pullet so I think it could very well be a cockerel. You might want to post this pic in our What Breed and Gender section for some good feedback....https://www.backyardchickens.com/f/15/what-breed-or-gender-is-this

I'm leaning towards your bird being a pullet. However, a closer, clearer photo would definitely help, as would telling us the age of the bird.

Hard to get a shot, won't stop moving and afraid of me. Chirps like a baby. 8 weeks

Not aggressive at all, is scared of everything and always hides behind its adoptive mom.
