Is it legal to keep roosters within city limits or closer to cities if you buy an acre or more of land and keep them a decent ways away from neighbors. If anything I’d like to stay close to Decatur or Conely Georgia, or would I have to get an agricultural permit to keep roosters within the area?

You are going to have to go statute by statute, city by city, county by county, to make that determination. Start in your State thread - some people will know their own counties and cities at least.
