Do you mean like his lungs are rattling or he's making Billy goat noises which include snorts, and yells, as well as tongue out of mouth? Did you figure out if he was castrated properly?

Sounds like a buck romancing the ladies. They make some hysterical, pathetic, and very startling sounds sometimes!
None of my wethers have done that before, though... sure he is wethered?

He definitely is castrated. No he blows his nose. Hard to describe how it sounds. He isn’t sick at all.

Goats do randomly snort. I hear it more when they are wary of something. They will snort, and stomp their legs, so maybe it's something like that. Otherwise it can just be him blowing dust out of his nose.
