Above the neckas in amputation below the knee, or above the neck?

He can stand, but sometimes, just falls sideways and flails around until he can manage himself back up. He could fly alright, but now my husband clipped a wing (because 3 of our 4 turkeys are SUPER flighty), and now, it seems he's more off balance. (I'm sort of annoyed that my husband did that to him, but I guess its too late now!) There is nothing visibly wrong with his leg. At first, I thought that maybe he got trampled or something (quite possible, the only turkey that can't fly is a BBW tom, and he is at least twice everyones size). He can stand when he gets it right, but when he walks, its not so good. He seemed normal as a chick (he was the smallest of all of them), but I guess I'm wondering if that is fine. They are all for meat, but I wondered if turkeys had anything like "mad cow"? I don't even know why you can't eat that? We got all of our birds from a local feed store that came from a hatchery...so you'd think there is no risk for that?
