Ginger doesn't act like a rooster!

I have a 4mo silkie rooster who is DEFINITELY male. The rooster who's a month younger has already started crowing and becoming interested in the girls.
My other silkie roosters (they are gone now) crowed at 15-20 weeks.
Ginger has NO INTEREST in anything "rooster".
He doesn't crow or have any interest in the girls. He doesn't stand or act like a roo at all.
My younger boy is leaving in a week so I'll see if Ginger crows after that.
Ging has a few "issues" (they don't really stand in the way of his life at all). He's partly blind and he walks with his legs further apart.

If my parents named me Ginger, I probably wouldn't much feel like crowing or chasing girls either. Sorry...couldn't resist. We've had to change the names of several misgendered birds too.

He's starting to be more rooster-y now. Hopefully he won't crow though! He's started mating a lot more and he's roosting! (Roosting is a big deal in my flock because nobody roosts!) I didn't expect him to because he can only just balance when her runs :lau
Look at that handsome comb he's growing!
 
Best description I've heard yet of the sound a rooster makes when first trying to crow.

Gingers is a roo I have got five silkies and all turned out to be a roo you can tell by the comb .how old is he did they all turn out to be roos or did you get some hens ?he is a pretty rooster what kind of color is he ?
