I've come to find at 3 weeks depend in breed- you can tell the rooster- hardest so far are the silkies and some crosses- but if its developed and turning color it's a roo- any sooner too hard to notice- I myself am getting a little better at it

The feathering is pullety, but that big red comb makes me think cockerel for sure.

The feathering is what confused me. Maybe it doesn't have as many hackle feathers in yet? I don't know. But I have never seen a 13-week old pullet (mine are all currently that age) with wattles like that.

If their crest go rounded then their pullets if their crest go all over the place than their boys. Here is a pic of a male and female
