Goats 4 foot fence high enough?

Here's a picture of my 'play area' for my ND's:

They have two wooden spools with a 2x10 going between them as a bridge and a ramp going up to one of them and a smaller spool just to jump onto. I have three tires buried in the ground next to each other that they can jump up on. I have a rabbit hutch that they love to be on top of and two dog igloo houses that they love to jump up onto also. I have recently added several straw bales making a tunnel into their dog igloo house and they spend a lot of time on those bales.

someone i know has a Nigerian cross that she boards and he can clear a six foot fence in his sleep. NOTHING stopped him and finally she put a harness on him and a five foot chain and a cinderblock on the end of it. He has been dragging that cinderblock around for four years now and has no injury from the harness and has never cleared the fence since.
 
My goats aren't big jumpers. The only break-out I've had was when a highly motivated male Nigie broke through the wire used to join two sections of combo panels. There's about twenty pounds of wire on that joint now.
