Goats 48 hrs old

I have them in my house with a heat lamp. What should my heat lmap be set at for the kids? They are about 48 hours old.
Can you give a bit more background? Are they bottle babies? Did you want them to be or did something happen to mom? What kind of goats are they out of curiosity?

Nigerian dwarf they are being bottle feed, and mom has no mother instice and rejected them
 
I have it at 90 and they are just laying there but one seems to be breathing harder than the other
90 degrees is way too hot for baby goats. Baby goats need to be kept dry and in a place that is free of drafts. If the room temperature is 70 degrees or so that is plenty warm enough. At ninety degrees you are cooking them. Start lowering the temperature over a period of a few hours. Don't do it all at once.
