Goats won't eat hay, ever!

I only mentioned putting the hay on the stall floor to make sure they had EASY access to it. I used to buy goats at auction and you would be surprised how many of them are afraid to put their head in the mangers to eat.

I didn't mean for any one to feed their goats from the stall floor for extended periods of time, only long enough for the goats to cultivate a taste for the hay.
 
Is it a manger that is being used or a hay rack? I can understand them being afraid to put thier heads in a manger if not use to it. All of our goats are e fed in hay racks there is not need to put head in and they can see the hay very easy.
