That's a really weirdly specific rule! Are you sure it's nine months and not weeks?

If anything, I'd expect a (year old plus) rooster to be less trouble than a 5-9 month old cockerel.

I've had cockerels crow as early as 8 weeks, but it sounds a bit pitiful tbh
