Golden Laced Polish strange feather growth

I have a GLP roo? I think it is a roo, with strange feather growth on his head. They do not seem to be coming in. I have spent a ton of hours watching to make sure it not a case of plucking and haven't observed any, unless it is very early in the AM or late in yhe PM in the coop.

Strange. Is it grown in by now?

Nope. Still looks about the same. It's almost like he is growing another quill on the outside of the feather shaft.There is a feather in there, they just look like they are encased by another shaft if that makes any sense.
