If you are looking for waterproof grippy surface, maybe the foam shelf liner would work?

Or this one, which is a little more but doesn't have any holes at all so you would only need one layer, but costs a little more at 9.99 for a 6 foot roll:

If you need a lot of it it might not be cost effective though. I am watching this thread with interest, because we will be constructing an outdoor ramp soon and I am looking for ideas as far as surfaces that are durable, washable, and not slippery.

Hey, thanks for the links!! I found some adhesive cork liner that I think would work, but I like that second one you posted, it looks like it'd be a little less appealing for the cats to sharpen their claws on.
