There’s not a good list that is quail specific so I basically looked at plants that were safe for chickens and cockatiels/budgies. When choosing plants, you will either want to put them in pots or protect the base of the plants in some way as quail can dig them up dust bathing. Clumping bamboo, hibiscus, hydrangeas etc are safe while azaleas should be avoided.

I'm throwing in my vote for Malabar spinach. It grows like a weed and the birds will gobble it up like it's quail candy. Just buy a small pack of seeds. The plant grows from cuttings and also produces seed quickly so you won't need much to start with. You'll have to grow the parent plant outside of the cage/run though, as the birds will devour it.

(The red variety tastes like beet tops and I enjoy it in stir fry too. It's not quite like spinach though -- the texture is different.)

I feel much happier about my quail situation now. Thank you for the tip about Malabar spinach. I can try growing that to vine through their cage for them to hide in and eat on. Yay! We will see if I can get it to grow indoors from a hanging pot. Since it's a tropical plant and seems to tolerate shade, it may work. Wish us luck!
