I had 2 pullets lay gooey eggs today. The shells weren't hard at all. Could this be because maybe they didn't eat enough of their layer feed?

Yes. One (or two, we can't tell) out of 5 pullets the same age had been laying for about 2 weeks and then we saw another actually lay the shell-less egg. Then we got another gooey egg the next morning and I assume it was a different pullet. This morning we found one that had half a shell, so I think it's getting better, in at least one of my girls.
