Green Queen?(or King)?

I got 2 green queen Easter Eggers from my pet chicken, (actually I got 6, but these 2 in particular are identical,....almost). Both were solid white as chicks, and they're pretty much still all white, except one is starting to get some dark "lacing" around his/her neck. Also, one is developing a slightly larger, slightly redder comb than the other. Is one a cockerel? And if so, could they be brother/sister?

Both female. The increase in comb development indicates that they are reaching point of lay.
